Sir: The Department has received Mr. Schuyler’s No. 1834, of the 30th ultimo, transmitting a copy of a note from the Minister for Foreign Affairs to the British Minister, in regard to claims originating in the present rebellion in Mexico.

You are requested, if it is practicable to obtain the desired information, to report to the Department as to the meaning of the reference in the note to the British Minister to the latter’s understanding of the contrast between the revolution of 1910 and the present disturbances in Mexico.

You will also report your understanding of the significance of the statement made by the Foreign Office with regard to this contrast.
