Mr. Evarts to Señor Navarro.
Washington, September 11, 1880.
Sir: I have the honor to acknowledge the receipt of your note of the 28th ultimo, representing that certain bandits, headed by one Robert Martin, have a haunt in the Sierra de la Hacha, in American territory, on the Texas frontier, whence they make raids into Mexico for the purpose of stealing cattle and bringing them on this side of the line.
In reply, I have to express my regret that Mexican citizens in that quarter should suffer from such depredations, and to state whatever measures may be in the power of this government towards preventing them shall at once be taken.
