Most Excellent Sir: The president of the council of ministers, on the 5th instant, directed this department as follows:

By her Majesty’s orders, and for the instruction of the department under your charge, I transmit to your excellency copies of the resolutions passed by the Senate and House of Representatives, sympathizing with the United States, and deploring the abominable crime committed upon the person of your worthy President, Mr. Abraham Lincoln. Communicated by royal order, through the minister of state, I transmit them to you, with the said copies, that you may send them to your government.
