General: It is with profound regret that the people of the United States have this morning heard of the untimely death, by the hand of an assassin, of the honored and honorable Chief Magistrate of the United States, Abraham Lincoln, and Secretary of State, William H. Seward.

Fully appreciating the merits of the deceased, I feel it my duty, as the representative of the kingdom of Belgium, to express to you, as commander of this department, my most earnest sympathies.
