A covering letter from McCloy to Secretary of Commerce Connor, August 27, states, among other things, that he was sending this memorandum in accordance with their telephone conversation. The letter and the memorandum are attached to Document 294.

(Kennedy Library, Herter Papers, White House Subject File, Box 4) A handwritten note at the top of the source text reads: “Mr. President: See page two for decision items.” On the “Approved” line at the end of the memorandum appears the following handwritten note: “by the President—Sept. 13. 293. Memorandum From Attorney General Katzenbach to President Johnson

Katzenbach sent an earlier undated draft of this paper to Secretary of Commerce Connor with the comment, in a transmittal memorandum of September 20, that while he agreed with the conclusions in the paper, he thought it “too lengthy to transmit to the President.” (Ibid.) Handwritten but unsigned instructions, presumably by Connor, on the transmittal memorandum to Connor directed his secretary to call Katzenbach’s office to indicate that “the memo is well done. I see no need to prepare a shortened version for the Pres., but just put the conclusion and a few comments in a transmittal letter.” Another handwritten note, dated September 22, indicates that these instructions were carried out.

An attached transmittal form to Trowbridge, September 29, reads: “The Secretary said today to ask you to give him a preliminary report based upon the work already done; and to tell you that no further work on this subject will be needed.” A handwritten note on the transmittal form reads: “Trowbridge ready to report.” No record of his report was found.

309. Letter From the Special Representative for Trade Negotiations (Herter) to Secretary of the Treasury Fowler

Source: Johnson Library, Bator Papers, Balance of Payments, 1966 [2 of 2], Box 15. Secret. An attached covering letter from Herter to Bator, April 5, states that “at the last meeting of the Cabinet Balance of Payments,” Herter “suggested a review of the possibility of imposing import controls for balance of payments reasons.” In the attached copy of his letter to Fowler, Herter was “giving my conclusions after further study of the subject.” Herter was referring to the March 25 meeting; see Document 88.

The source text is attached to circular airgram CA-251 to Geneva, July 11, which requests the Mission to transmit the report to the GATT Secretariat in accordance with the GATT Contracting Parties’ Decision on June 30, 1965, that the United States submit status reports to the GATT Contracting Parties. CA-251 was also sent to Brussels for USEC, to Bern, and to Stockholm.
