According to a February 27 memorandum from William Brubeck to McGeorge Bundy, the letter was delivered to the White House on February 18 by Ambassador B.K. Nehru. (Ibid.) This letter has not been declassified by the Indian Government. In his biography of Prime Minister Nehru, Gopal states regarding this letter: “It was now Nehru’s turn to complain that Pakistan was not wholly serious and not anxious to come to an agreement.” (Gopal, Jawarharlal Nehru, Vol. 3, p. 258)]
