If Nasser announces termination Point IV and Embassy queried by press propose reply unless otherwise instructed regretting decision terminate program which had been so successful (listing achievements) but pointing out that ICA programs and other forms US assistance operative only in countries where such cooperation welcomed in efforts achieve common goals.
