The Secretary of State to the Embassy in Argentina
840. Embtel 1066, Sept 2.55 Following are US desired routes:
“A. Airlines of the US of America, authorized under the present agreement, are accorded rights of transit and non-traffic stop in the territory of the Argentine Republic, as well as the right to pick up and discharge international traffic in passengers, cargo, and mail at Buenos Aires, Córdoba, Salta, and Tucumán, on the following routes via intermediate points in both directions:

- The United States via intermediate points on the east coast of South America to Rio de Janeiro and beyond to Buenos Aires [Page 249] (a) via intermediate points in Brazil and Paraguay and (b) via intermediate points in Brazil and Uruguay.
- 2.
- From the United States and/or an airport serving the Canal Zone (provided that if such airport be located not in the Canal Zone, but in the Republic of Panama, the consent of Panama be obtained) via intermediate points in the Caribbean, Central America, and South America, via Lima, Peru, and/or La Paz, Bolivia, and/or Antofagasta, Chile, and/or Santiago, Chile, to Salta, Tucumán, Córdoba and Buenos Aires, and beyond.

- The United States and/or an airport serving the Canal Zone (provided that if such airport be located not in the Canal Zone, but in the Republic of Panama, the consent of Panama be obtained) via intermediate points in the Caribbean and the west coast of South America to Asuncion, Paraguay, and beyond to Buenos Aires.
“On each of the above routes the airline or airlines authorized to operate such route may operate nonstop flights between any of the points on such route omitting stops at one or more of the other points on such route.”
Emb should note BA–Montevideo is included as a US request, and, should Args express ire thereat, statement should be made Arg position is respected but such is nevertheless among US desiderata.
For your info only, Tucumán and Salta may possibly be yielded by US for bargaining, but position in regard thereto not yet firm.
Request Emb indicate to Arg desire for info re Arg route requests soonest.
