Mr. Secretary of State: An agreement between Great Britain and France having been effected on August 31 in application of the final act of the Conference of Experts with a view to fixing the provisional regime which will be put into force at Tangiers after the Spanish evacuation, I have the honor, referring to the said text, to inform Your Excellency of the desire expressed by the British Government and the French Government to see the American Government participate in the administration of Tangiers on the basis of the said regime.

The French Government firmly hopes that the American Government will be good enough to agree to give a favorable reply to the invitation of the British and French Governments.

I should appreciate it if Your Excellency would be good enough to inform me, as soon as possible, of the decision made in this matter by your Government.
