Memorandum of Conversation, by the Under Secretary of State (Welles)

Monsieur Tixier called to see me this afternoon at his request.

[Here follows paragraph dealing with the appointment of American Consul General to Brazzaville; see volume II, pages 557 ff.]

Monsieur Tixier then raised the question of Syria. He stated that he understood that the Government of the United States intended appointing a new Diplomatic Agent and Consul General in Syria, and he was instructed to request that this action should not be taken before the United States accorded recognition to Syria and the Lebanon as independent states. He said he understood, however, that this Government was not yet prepared to take such a step and he asked if this Government would not therefore be willing to adopt the same procedure as that indicated above in this instance, and let the competent authorities in Syria and the Lebanon have a copy of the commission of the American Diplomatic Agent and Consul General for their information. I said I would be glad also to have consideration given to this suggestion.
