287. Transport Board mentioned in my 271, August 26, has been organized and held first meeting. It is headed by Ali Motamedi, young Iranian of good record and reputation, and includes delegates for Police and Finance Departments. British Legation is represented by its Commercial Secretary and this Legation by Minor, both of whom will serve until suitable experts can be obtained. Committee considers nationwide registration of motor vehicles in different categories is necessary before it can proceed with tire and gasoline rationing or other essential duties. It has requested authority of Council of Ministers to proceed therewith without delay.
