544. For the Under Secretary. Department’s 331, May 22, 5 p.m. I saw President Vargas this evening and he said: “You can tell President Roosevelt that I am in entire accord with the point of view set out in your telegram. You can tell him furthermore that Brazil will honor its obligations contracted at Panama14 and Habana.15 In other words you can count on us.”
He said also that he had listened with the greatest interest on the radio to the President’s speech which in his opinion was noble, practical, and timely declaration.
