191. Referring to my telegram No. 188, August 1, 4 p.m.22 Cabinet last night unanimously approved and the President and Ministers concerned signed decrees authorizing Panagra’s management contract, new LAB charter by-laws, postal contract and operations contract. Also issued a decree redistributing shares in accordance with Rocha’s26 report outlined in my despatch No. 942 of July 14.22 Minister of Finance is issuing orders to reorganizing commission to buy in German shares immediately at 500 bolivianos, using cash on hand.
[Page 411]Documents are now being prepared on official paper and it is hoped that all will be signed on Monday,27 at which time the loan agreement may presumably be considered in effect.
