Memorandum of Conversation, by Mr. Emilio G. Collado of the Division of the American Republics

The Dominican Minister came in to go over the final preliminary draft of the proposed Convention and Organic Act. Copies of Draft X4a were made available to him, and the changes which had been previously discussed with him and incorporated in Draft X were pointed out. He expressed satisfaction with the draft and indicated that as soon as Mr. Lancaster5 had provided him with a translation thereof he would attempt to arrange to go to Ciudad Trujillo to present the matter to his Government.

The Dominican Minister requested that a copy of the draft be sent to Mr. Lancaster. (This was done on May 20, 1940.)
