991. In the course of a conversation this morning Foreign Minister Delbos expressed to me his opinion on a number of subjects.
With respect to the Spanish situation Delbos said that in spite of the difficulties raised by the Russian démarche,82 the French Government positively would not abandon its attitude of absolute neutrality and non-intervention. He expressed the opinion that the Soviet Government had acted partly in order to maintain the prestige with the world Communist movement and partly in order to try to drive the French Government toward a policy of intervention in Spain. “It was certainly not done to please me,” he said. “As you know, I am absolutely opposed to intervention.” …
