- You may inform the Foreign Office that this Government is prepared to present to the Japanese Government specific proposals.
- 2.
- Should the reply of the Foreign Office to your inquiry be in the affirmative, you may inform the Foreign Office that arrangements have been made for an expert of the Bureau of Fisheries to proceed immediately to Tokyo.
- 3.
- For various reasons no draft convention has been prepared. However, Bower will be fully instructed in regard to inducements to be held out in the various contingencies which might be expected to arise in the course of the negotiations.

- We concur in the thought expressed in the last sentence of paragraph under reference.
