The Acting Secretary of State to the Consul General at Shanghai (Cunningham)

Sir: The Department has received your despatch No. 8126, dated February 19, 1932, referred to in your telegram No. 156, March 4, 1 p.m., on the subject of “Greater Shanghai”.

Officers of the Department have read with interest the “Outline” which you submit65 and feel that there are embodied in it features which would be likely to be of practical value if and when the question of providing a new organic charter arises. It seems to the Department, however, that this plan, taken in its entirety, envisages the establishment at Shanghai of an administrative entity more complicated than need, for the present at least, be envisaged; also, that, in the light of the existing situation, the present would be an inopportune time to suggest or sponsor formally or officially any project or proposals in relation to this subject.

The Department appreciates the mature consideration that you have given and are giving to this subject and will at all times be glad to receive comments and suggestions which might, in your opinion, contribute toward solution of the problems outstanding at Shanghai.
