410. Your 335, July 5, 10 p.m. A hasty reading of your criticisms of the French proposal contained in our 405, July 5, 3 a.m., indicates difficulties on points of drafting on the first seven paragraphs which I feel can be adjusted since there is little question that it was the French intention to meet our points of view on these subjects at the session at which this draft, which had been passed by the Council of Ministers, was discussed and which did not close until 1 o’clock. We concentrated our entire attention on paragraph 7 concerning deliveries in kind and warned that paragraph 8 would not in all probability be acceptable since it was not germane to the subject. At that late hour there was no time for discussion of the other paragraphs and we said we would seek your reaction. Mr. Mellon and I are seeing Flandin at noon today.
