Armour’s telegram No. 555, December 11, 11 a.m. I think that you should proceed to Paris in accordance with the suggestion which Tardieu made to Armour and listen sympathetically to Tardieu’s statement of the French position. As the policies of the delegation are in process of being worked out, naturally you will not commit yourself on the policy which is to be followed by the United States in the Conference at London, but you will take care to reassure the French that no special agreement has been reached between this Government and that of any other nation.
