Sir: Referring to Mr. Lansing’s Note No. 82 of October 8, 1918,99 on the subject of the formation of an international group for the purpose of rendering financial assistance to China, I have the honor to enclose herewith for your information and for the information of your Government copy of an identic note with accompanying enclosure on the above mentioned subject, which I have today handed to the representatives of Great Britain, France and Japan.1
