Department’s 358 [3508], April 12.1 Foreign Office informs me today that the whole subject of tonnage will be settled at a conference called for that purpose to be held in Paris on the 23d instant. While a preference was expressed for the use of the 60,000 tons of shipping referred to for the transportation of troops, yet the necessity for administering relief to Belgium and northern France is fully appreciated.
