No. 1895. Referring to telegram No. 595 from McFadden to you November 16.1 The British have had in mind that the present Dutch agreement is made with the Royal Netherlands Government and I think they are disposed to tell the present Government that if a new Government should be formed in Holland which was not approved by the Associated Governments we would not be bound to grant the facilities according to the proposed draft agreement. I should like to inquire whether you are willing to adopt this policy and whether you are willing that a separate letter should be written to the Dutch delegates saying that the agreement is signed subject to these conditions.
