My May 12, 11 a.m.1 The British Minister informs me under instructions from his Government he has granted a safe-conduct to Pauli2 to proceed to Germany via the United States on Dutch vessel Frisia sailing from here June 4. If he asks for safe-conduct to New York, shall I give it?
