Department’s circular of March 16, 2 p.m. I have received from the Minister for Foreign Affairs a note dated April 26 in which he states that “the Norwegian Government is obliged to reserve to itself the right to make a decision in each separate case where a merchant vessel belonging to a belligerent power and with such an armed guard on board might enter a Norwegian port.”
