4814. Department’s 4726, April 19. Before advising Liberia in the matter of declaration of war against Germany, as has been suggested by the British Government through the British Embassy here, Department would be glad to be informed whether it is the intention of the British Government to resume trade with Liberia after the German citizens have been transported to some Allied [Page 463] country. The situation in Liberia is critical on account of the lack of trade, and it is essential for the welfare of the country that merchant ships should resume their calls at Monrovia. Please cable immediate reply.
