Your October 4, noon.1 Navy Department has instructed Commander in Chief, Pacific Fleet to proceed to Montevideo as soon as [Page 345] convenient to pay temporary visit of courtesy, and you are instructed to communicate with him to Embassy, Rio, regarding any preparations which it may be necessary to make. You may discreetly inform Uruguayan Government that visit of fleet may be expected and say that it may be regarded as an additional proof of the friendship of this Government.
