The Minister in Uruguay ( Jeffery ) to the Secretary of State

Referring to my despatch of August 16, No. 272.1 Uruguayan Minister for Foreign Affairs this afternoon advises that British Government through its Minister here has agreed with the Uruguayan [Page 335] Government upon terms of [treaty] on condition that interned German boats be turned over to Allied Governments. The Uruguayan Government does not accept this proposition. Uruguayan Minister for Foreign Affairs proposes to British Government that with the acceptance by that Government of Uruguayan request for treaty agreement this Government will place the German vessels now in its custody at the disposal of the United States Government. British Minister believes that this will be satisfactory to his Government. Diplomatic situation here is at present very favorable.
