Your September 13, 5 p.m. Minister of Marine very kindly called at my house last evening and gave me complete list Argentine [Page 328] merchant marine with their whereabouts, 34 vessels in all not including river steamers. Only 4 exceed 1,000 tons. They are about half on voyage to Brazil, 15 to France. I asked him informally about placing vessels under Argentine flag, subject of course to law requiring one-third crew Argentine, and he said it was perfectly easy.
