Your April 9, 5 p.m. Proclamation of the President is so considered and I construe it to be a declaration of war in its legal effect. [Page 249] Confirmation of said construction was obtained this afternoon from Panaman President in the presence of Panaman Minister for Foreign Affairs and Secretary of Government and Justice.
