1256. Your 1831, 21st, through London.1 Note from Foreign Office received to-day states that question delicate, as according to international custom it is incumbent upon German [Central] Empires to assure the feeding of populations of invaded countries and that the sending of provisions to such countries would seem to encourage German methods of organized pillage. Further states that in view of strategic and economic reasons an organization for supplying relief to Serbia regularly would require previous agreement between Allied Governments. The Holland route presents objections because of long journey through Germany; therefore shipments via Russia and Roumania would seem much more preferable in case the Allies should agree to authorize certain shipments.
