Department leaves it to your discretion as to extent your informal representations with Chancellor should go, which must necessarily be guided by circumstances and upon his general attitude in matter. It should be pointed out to him, however, unfortunate impression proposed policy would create in neutral countries, and especially in United States, which has welfare of Belgian civil population very much at heart.
