Sir: I have the honor to acknowledge the receipt of your note of November 30,2 transmitting a copy of a memorandum prepared by the Foreign Office of Peru,3 which you inform me you have been requested to lay before the Governing Board of the Pan American Union and which proposes that the governments of the American Continent define a maritime area corresponding to the continent, within which their commerce shall be declared free from interference by public vessels of belligerents.
