76. Your telegrams 61, November 21, 7 p.m., and 63, November 21, 5 p.m.3 Saw Minister of War and Minister of the Interior together. They state Acaba and Focei unfortified and protected only by few gendarmes performing police duty [who] should not be considered armed forces. If British Government will give assurances that in the future they will not bombard any unfortified port unless they are attacked by armed Ottoman forces, then the Ottoman Government will allow all British subjects to leave Turkey.
