Sir: I have the honor to transmit herewith translations from a communication signed by Acting Secretary Fabela for General Venustiano Carranza, relative to the communication sent General Carranza through me from the Department54 conveying information relative to the reports furnished the Department regarding the critical situation through which the capital, Mexico City, is passing.

I have the honor to answer your representation of today relative to yesterday’s telegram from his excellency Secretary Bryan, and to state that the First Chief directs me to say that he appreciates the reports which were furnished him relative to the critical situation through which the capital is passing.

Mr. Carranza has instructed me to communicate to you that, in order to prevent disturbances in the capital of the Republic which might injure foreign interests, he has given proper orders to his representatives in Mexico City that order in that capital shall be preserved. In this way the peaceful inhabitants of the capital will have guaranties of their lives and interests. I reiterate [etc.]
