Sir: Referring to the Department’s letter of October 10, in regard to the situation of Spanish subjects at Mazatlan, Mexico, I have the honor to inform you that the Spanish Embassy has made inquiry concerning the welfare of the Spanish Consular Agent at Mazatlan, who has been reported as being under arrest at that place.
The Department of State has the honor to suggest that you send a telegram to the Commander of the fleet in Mexican west coast waters to have the naval vessel now at Mazatlan report as to the welfare of the Spanish Consular Agent.
