297. Editorial Note

At 9 a.m. on August 6, Rusk, McNamara, and General Wheeler appeared before a joint session of the Senate Foreign Relations and Armed Services Committees to testify on the August 2 and 4 events in the Gulf of Tonkin, and in support of the joint Congressional resolution. Some of the deleted sections in this hearing are included in Goulden, Truth. The statements are also printed in Department of State Bulletin, August 24, 1964, pages 263–268.

Later that morning, Rusk, McNamara, and Wheeler also appeared before the House Foreign Affairs Committee. Rusk and McNamara repeated the statements they had made in the Senate, but no record of the rest of the discussion has been found.
